Stock-market-surveillance activity is being hampered as updating of the Dhaka Stock Exchange server is not yet complete, leaving the chances of bamboozling the market regulators.
Sources said it makes Security Exchange Commission (SEC) unable to conduct the real-time surveillance on the bourse operations off and on.
As the surveillance department does not get real-time data, it works with the backdated data of 15 minutes to one hour. “The SEC also cannot act against those who are violating the rules, as it is not getting the instant data,” said a competent source.

An SEC meeting held on November 3 with its senior member Mansur Alam in the chair expressed resentment about the complications in the surveillance department. The meeting was also attended by DSE Chief Executive Officer and high officials of DSE and SEC surveillance department.
The watchdog agency directed setting up a Windows 2008 compatible server in the surveillance room and taking it under an upgraded-version software for real-time surveillance within March next year.
Head of DSE IT department Md. Khairuzzaman told banglanews that some problems are occurring sometimes in the up-gradation of the surveillance server due to the sudden hike in trading. “But we are trying to update the software and already managed to take the trade volume up to Tk 377,000,” he added.
He, however, refused to make any comment over the resentment of SEC regarding the DSE surveillance system.
The DSE software was last upgraded in December 2008. Due to a big change in the scenario of trading and capital exchange the surveillance work is being hampered for the backdated software.
